NEPA is a Terrible Labor Pool in a Union State. Out migration, The Drug epidemic and Retiring Baby-boomers are killing the labor pool. Most of these companies need staffing firms to staff distribution departments. The only reason some regional distribution centers are built in NEPA is its proximity in the supply chain to New York City and Philadelphia. Also NEPA's airport is small for Cargo and the rail system is terrible to have national distribution there.

They struggle to keep staffing levels and mostly bring management from outside of the state. The Cincinnati area will always be the number one hub for national distribution centers and even they even struggle to keep staffing levels in Northern Kentucky and extreme SW Ohio. But can tap non union labor at least there.

You do have problems with your statements. The driving time is right there at the top of the limit for CDL drivers. It is almost impossible to accomplish that drive everyday without delays. Don't forget that many commercial trucks now have electronic logbooks and the trucks will shut down if you reach your 11 hour max.

Eastern PA is poised to get the job done; regardless of road construction and accidents.

I find it hard to believe that Cincinnati is a better distribution hub than NEPA or the Lehigh Valley (Scranton / Wilkes-Barre / Allentown / Bethlehem). Eastern PA is much closer to the large Boston, New York City, Washington DC, and Philly metropolitan markets. It's also hard to believe the Cincinnati has a lower cost (wages, land, etc) than NEPA / Lehigh Valley.

Thumbs up The Rise of America's Fulfillment Towns

The Rise of America's Fulfillment Towns

Tracy, California; Central New Jersey; and Lehigh Valley, Pennsylvania — and not specifically mentioned but surely just as applicable: NEPA!
"Mid-sized cities that are right on the periphery of major metropolitan areas, where land and operating costs are cheaper and labor is ample."

There's a lot of talk lately about the Monroe property tax reval. That's supposed to be revenue neutral.
BUT, one of the best ways to lower residential property taxes is to increase the number of commercial taxpayers. In addition to the obvious benefit of bringing jobs to the region, fulfillment centers help accomplish this.

Remember, one out of twelve Americans live within 100 miles of NYC. Broaden that radius to 250 miles and its one out of six! Currently cheap land, cheap labor, and a somewhat hospitable business climate — it doesn't get any closer than NEPA!

The more choice employees have the better pay and benefits employers have to pay - supply and demand. As far as I know temporary jobs at Walmart in Tobyhanna pay $18/hour.

I know these are not the best jobs; but there are always some good jobs hidden in the mix. Walmart drivers make a good living; at least that is what I have been told by their drivers. Everybody has to start someplace - but that does not mean you have to spend the rest of your life on your first job. The smart workers will always keep their eyes open for a better deal. Of course life is a gamble and you never know.
