If I am travelling east on Rt 7 in Falls Church during HOV in the morning is it legal for me to get on the ramp to I-66 in order to take the ramp that goes immediately off to the right to the West Falls Church Metro station before you even get to 66? I've done it twice and keep wondering. It seems like it should be legal because you don't actually get on the highway but am concerned that one time I will do it and there will be police issuing tickets for HOV violations. Couldn't find anything on the VDOT site about this particular situation.

I don't know the official answer to this, but I'd be shocked if you'd get a ticket in this situation. I used to ride from that metro stop daily over a 7 month period and took the exact same route you mentioned as I lived near Marshall HS. I'd think that you'd only get a ticket once you pass that metro entrance and it's obvious you're trying to get onto 66.
