I live in Leesburg and love it. There is a mixed race couple that lives behind me and they seem to be happy. I can't speak to how often people use racially offensive words. As for the confederate flag, I've never seen one flown here even though the civil war was fought here. There is a statue of a confederate soldier in front of the courthouse, so if you find that offensive you may not want to move here.

OP - Winchester is a great town. Your wife is being offered a position there, and you are looking for opportunities. Why not just live in Winchester? Leesburg to Winchester has to be a 30 mile commute ... why would she do that if she doesn't need to? You'll find everything that you need in Winchester, and you can drive into Loudoun county for what you don't find. Rent for the first year and see where your jobs end up. Unless the plan is for you to work closer into DC?
