I think the point of it is to take some traffic off of I66 during the construction of the new lanes over the next several years. It also allows people who live out west to drive alone to Vienna and then take the bus in and avoid paying the I66 toll. They added a 699 bus that I guess was successful so this is another phase of that. The tolls really haven't dropped traffic on 66 inside the beltway that much either.

Whether it beats the metro will depend on how broken the metro is on that particular day.
