I think the quickest way to get your questions answered would be to ask them on the Automotive forum.

Why not buy a used pickup truck already with an installed ball hitch on it. I've seen a lot of used pickup with ball hitches in them around town for sale.

Ask someone who has a trailer or a boat where they got their hitch installed at.

I got a hitch installed at a U-haul place one time - can't remember where I was living... California, I think.

btw, if you find a good truck without a hitch - don't be a dummy

Since there don't seem to be any RV's there are probably not any RV sales and repair places. That would leave boat sales places as the go-to place to ask where to get a hitch installed. They will know. If they have a repair yard, they probably install hitches themselves.

Hitches are virtually never welded to fit any more, and haven't been for decades. Whatever you purchase, you will then need to order a bolt-on hitch kit and wait for it to be delivered.

We had a trailer hitch on a Honda Civic to pull light trailers with. I think that one was a welded together sort of hitch. Otherwise, Napa sells an assortment of hitches and they'd probably know the folks who could install them.

What are you hauling around that you need a hitch for? If it is a one time haul, then it might be better to just rent a truck with a hitch on it.
