I would have recommended Springboro but the apt complexes there in that price range are downright scary.

That's the way it is in many more affluent communities... they are required to have X amount of subsidized housing.
The lowest of the low landlords are the ones that provide it in the wealthiest places because it's an easy excuse to not do regular building repairs.
For buildings where teardown and rebuild would be unprofitable, or where investing more in the buildings would be unprofitable too due to their condition, location, etc. going Section 8 makes a lot of sense.

OTOH if you have to go to the DMV/BMV, it's a 15-20 minute experience, rather than 2-3 hours (with an appointment).
