You also have to consider which position would offer better pensions, retirement benefits. Probably the government position.

I think the city job would be better. Once you are in as a clerk, you could later get training or more education, etc., and then apply for a different job within the city. Normally, openings are first opened to current employees, then if the position can't be filled from within, it's opened to the general public. So, you could transfer to a different job within the city, and keep your benefits/pension, etc.
