Long Island man issued summons for laughing too loud in his own home - NYPOST.com and here there's a video of the man and his mother in their home. You can tell he does have impairment. He lets the reporter hear his fake laugh and to me it's the sound someone would make instead of crying.
The neighbor has been taunting him for a year and must be a total a$$hole. I'm sure the judge was informed of the man's seizures and impairment so I wonder what the judge did to make sure the man did not have a seizure while being dragged into court or cared for if he did.
Tasmtairy mentions a disorder that causes uncontrollable laughing or crying. There's currently a commercial about it. Maybe the neighbor's harassment has caused him to develop the disorder. The man says laughing is his best defense and I suppose it is but the neighbor's bullying could cause this man to drop dead. In the second article, the text under his pic says he laughed off the two tickets. This man does have a problem and looks to me to be coming from a feeling of helplessness. Neither he nor his mother are physically able to defend themselves. He needs a good doctor to look into the laughing for self defense and I hope he has a good lawyer.
