Issuing Tickets/Citations with Just License Plate? (driver's license, best, red light)

I know this may sound far fetched, but I was wondering, are police officers or parking control officers able to give you a ticket "after the fact" with just your license plate number? Examples: Suppose you're at the airport waiting for a someone to arrive and an airport cop points to the no waiting/no parking sign and tells you to move along. Can he/she record your license plate number without your knowledge and then send you a ticket in the mail? What if a parking control officer is ticketing the car behind yours for being parked at an expired meter, and then you arrive at your car in front of an expired meter and drive off, just in the nick of time while the parking control officer is writing the ticket for the other car. Can he/she take down your license plate and then mail you a ticket?
Suppose no violations were committed. Can unscrupulous officers just create tickets to "get back" at people with just the person's license plate number? I'm just curious what protections do people have in these situations?
Unfortunately all that you can do is tell your story to the judge. If he looks at the facts then you will or won’t be charged for the violation. You can speak with the officer’s commander and report the issue; he/she may have a record of past similar problems reported. And yes they can issue a ticket with only the license plate number for information and mail it to the owner of the vehicle. Thus you need to tell the story to the judge.
Yes, cops/metermaids can ticket the owner of the car through use of the vehicle tag information.

Here in Orlando, we have multiple red light intersections that have cameras. If someone uses your vehicle to run the red light, you are responsible for the ticket. The thought being....you have to be careful who you let drive your car.

Are you sure about that? We have cameras in our intersections as well but if someone uses your car and they receive a ticket for running a red light, all you have to do is write the department that issues the ticket and they will ask you to give the name and driver's license info of the driver who used your car. You won't be cited.
each city and state handles parking driving violations differently your best bet is to research your local laws or ask a police officer the next time you see one.
Locally a citizen can make an arrest or complaint with just the LP number. So it doesn't have to be a Police officer. Some state allow police to write down offenses and then send tickets. Shoot even in parts of Europe you can get a ticket 6-12 mos later on a plausible offense.

I would guess it depends on the state BUT in some states yes, if they see you committing a violation they can issue you a ticket later based on the license plate. In fact, they don't have to be on duty in some states, if they see you commit a violation they can site you the next day.
They will track down the car owner and investigate who could have been driving the car at the time of the violation, but yeah, they can give you a ticket.
Thing is, whether they are on or off duty, they have obligation and it's basically like they are"on" duty all the time.....
