DD will turn 10 in a few weeks. I asked her what she would like to do. She usually doesn't like the noise and hoopla of a big birthday party and most birthdays are celebrated just with our immediate family.
She has a few good friends but one is allergic to cats- we have 2- and another is afraid of pets. I suggested a movie but her beloved sister doesn't like to watch ANY movies- even here at home. The slightest bit of suspense is too much for her. And of course they want to be together for this celebration.
Loud public places are not going to work. Anybody have any suggestions? I keep feeling like the solution is right in front of me but i can't see it. Any craft place like ceramic or art studio is too far away.

Can you lock the cats in a spare room during the party? My dd has a phobia of large dogs. Recently she was afraid to go to a part where the child's family has two German shepherds. The child's mom kept the dogs in the basement during the party which was held upstairs and outside. It worked out fine for everyone and I appreciated that she was sensitive to my dd's fears.

Girls that age usually like to have their nails and hair done. Is there a salon in your area that could take a small, quiet group of girls? Maybe they could have lunch at a fancy (white tablecloth) restaurant afterwards. Or if it's nice outside, they could have a birthday tea party/picnic with games?

Reason: realized Clay Cafe wouldn't work for the OP
This sounds like an opportunity to speak to the sister that doesn't like movies and explain that it's her sister's day and it shouldn't be that much of a sacrifice for her (the non-movie sister) to watch a movie.
That wouldn't help a lot of people. Even after vacuuming, my MIL and BIL have reactions to my 1 cat when she is locked up in the basement.

I agree that would be nice. Teach sacrifice young.
How about bowling? The alleys around here have music and lights at night and it can be fun for kids.
