Right now, yes, they are little and into Halloween so they get a new costume each year but if they wanted to wear the same one, I'd be fine with it. If I don't buy a complete costume, I piece items together to make one.
The older one will be 5 and I assume this is the last year I may have to influence her costume at all so she's decided to go with one of my suggestions.
The toddler loves Hello Kitty (she calls her "Meow") so I thought she'd be open to wearing HK longer than 10 minutes before ripping it off and, hey, it's really, really cute which satisfies my costume desires for her age group.

We make costumes every year. It's not a money-saver anymore, but the costumes we make are much better quality than we can buy. Our Halloween costumes get a fair amount of use, we generally use them for the Zombie Walk, to go to Sea World's Halloween event, the corn maze, and then Halloween itself. Although sometimes we use different costumes for the Zombie Walk because they can get pretty messy.
OP, if I recall correctly, you're on the northeast side of San Antonio...Millberger's nursery at 1604 and Bulverde has a great Halloween event for the little ones every year, they have a hay maze and a bouncy castle and it's free. You'd have to call them to see what days they're doing it this year if you're interested...but it would be another place to wear the costume.
