It's very common here for working parents to use teens as sitters over the summer. A few of my neighbors do this. Our community is supportive of this, so the sitter will call a SAHM if they need anything, and the SAHM's call the sitter if any outings are planned, etc. Seems to work well.
We made that choice as well when my son was younger. Then my wife went to work for a couple of years when he started school; getting off work by 2PM when school was out. Now that we moved and I make more money, she is home again with him.
There are a lot of camps at the recreational centers and the YMCA here. If you don't work fulltime, there are also several 9:00-3:00 programs, but I don't know if they offer before/after care for working parents.
I did combinations of Parks/Rec Day Camp, Daddy's Helper (Teen Guy) who watched him while I worked from home, and Some time was taken up with a RoadTrips we took for Vacations.
