No one said people should only play in their yards.
And really, you don't know what people without yards are supposed to do?
You sure try to make things complicated!
No, not at all.
OP asked, "Is it OK to do this [with water guns] at a park?"
One poster's reply was "Just do it in your yard." The clear implication is that if you have a yard, you should play in your yard, not at a park. What else could it mean?
My only issue with doing this in a park is that while you can make sure that you as adult dont squirt water at a passer by, how do you ensure your 3 year old doesnt do that? At a pool, totally okay, anyone at a pool should have some reasonable expectation that they may get wet. Not same at a park. .

People should have the expectation that they aren't going to randomly get shot in the head with a water gun no matter where they are. Its why most public pools ban water guns
Am I the only one that doesn't see a adult and child engaged in a squirt gun fight as appropriate parent/child relationships?
I would never squirt my child with water from a water gun. I would never engage in a water fight with my child. Ever.
I doubt you're the only one, but you're probably in the minority. I wouldn't get into a squirt gun fight with my son because he already kicks my butt at laser tag.

Definitely in the minority... and my son also kicks my butt in laser tag!

I have absolutely no idea why you would think squirt guns are inappropriate for a parent/child. Is it the fact that they are "guns"? Is it disrespectful somehow? Threatening behavior that might scare the child? Or what? Please explain!
