We are uprooting because of a work opportunity. He is also reluctant because our family is all here within 10 miles of us. We are moving to the Panama City area. If I wait, I will miss the opportunity.

Youngstown is pretty far out there. I would verify the high school is Mosley before I would move there. I lived in PC for two years and of all the panhandle towns found that area to be pretty "backwoods". There also aren't many (if any) public pools for lifeguarding. There are some in Panama City beach, but that is about 30 miles away. Traffic isn't fun going over the bridge either.

If I were to move back there - the only place I would live is Lynn Haven.

Could he live with one of the family members in your area during his Senior year? Next year, he will likely be away at college anyway, so staying would only move the separation forward one year, and not 'destroy the family 'unit'. He could come stay with you during vacations (and might develop a real appreciation for Panama City; particularly over the Christmas/winter break). And, if not for Panama City, then for your respect and willingness to treat him like he is growing-up. If you show him the degree to which you are willing to compromise to accommodate him, he may, likewise, see your point of view and recognize that he also may need to compromise. Even if he doesn't do that right now, it will help him grow as a more mature, 'giving' adult.

The one thing I'll note with that is that a state college or university is probably going to use the senior year as what establishes residency for in-state tuition purposes. And the gap between in-state and out of state tuition these days is often quite large, so consider that in any planning.
