My dad is a real estate agent, and he gets by just fine with a basic cell phone, with unlimited local and long distance, for around $50/month. You don't NEED a smart phone unless you don't have access to the internet anywhere else.
$250/month for gas actually isn't a LOT. That same father I mentioned above for being frugal on his phone, sometimes puts $1000+ a month in his truck for gas. And that is with no "commute". He just spends all day every day driving around town. I think $250/month is pretty average for someone who commutes.
On the extra frugal side of the coin, I spend $100/year for my phone, as a prepaid emergency phone. It deducts $3.99 every day I actually use the phone, but I get unlimited calls for that whole day. But that only works if you don't use the phone that much in the first place. And I only spend about $40/month for gas, but my "commute" is only 2 miles.
Shopping the auto insurance is a good idea. $90/month is high. My husband, who has full coverage, only spends $50/month. My liability is only $25/month.

I graduated college about a yr ago and I dont have any money. I need some tips
1. Get rid of the phone and get Metro PCS,Boost or go to Walmart (-$40)
2. Go with credit union with car loan (-$75) then get a different insurance since you won't be driving much (-$30)
3. Move to a place with a bus system so you don't have to drive b/c you can't afford the repair or the job loss. Plus you should be able to get a discounted bus pass with you disability ( -$200)
4. Don't you get a disability check
5, Cook your food and take lunch to work with you ( -$150) I give you permission to eat out 2X /month
6. Get rid of cable or satellite and buy an antenna or better yet watch TV/movie through your internet (-$150)
7. Get a weekend job like CPR or Driver Ed or Defensive Driving instructor or inbound telemarketer. It won't fatigue you

Yea, gas is $3.34 to 3.45/gallon down here in the South.
So I have 125 knocked off my loans for 2 years. I've been looking at cheaper phone plans but they are pricey. I paid 99 for both smartphones that I've owned. Why do you need a smartphone for? All I use is a basic flip phone that I got free for. Your health should be first priority. Are you paying interest on those medical bills?
