Income for what purpose? Your "income" is how much you make. Line 16 refers to your state taxes so it depends on how your state looks at that income. In our state line 1 and line 16 are the same.
Use 1 for your federal taxes, and 16 for state. The income tax forms usually tell you which box to use for your income, depending if it's federal, state, or local.
When I was employed, 1 and 16 were different -- I paid a small portion toward my health insurance. The W2 that I just got for my severance pay has 1 and 16 the same -- and I'm paying all of my health insurance.
Our line 1 is less because we pay part of our health insurance and it is not counted in our salary for line 1. But line 16 includes our health insurance payments, so it is a higher amount. We need to submit a form for school and they want our salary, not sure which line to use as our gross income.
