Most states have a Department of Insurance headed by an insurance commissioner. I believe every single one has both a P&C division and a Life & Health division. I can almost guarantee that they will request you put your complaint in writing.

Good luck.

Excellent advice.

Out of curiosity, what is the OP's complaint?
