So give me some credit for having a financial plan
Having a plan and good plan are two different things. Knowing how much something will cost goes into the good plan column.

I ignored because I thought it had to be a mistake since I'm not in position to hand some $2000

You ignored bills from the hospital?
You should have called them to clarify.

Ignoring things does not make them magically disappear. You have to deal with them eventually.
You could have prevented all this.

That the hospital has money in no way relieves you of paying your debt. What's wrong with you?

If you don't want to be penalized for not having $2,000, you shouldn't consume $2,000 worth of services.

now that is one of the funniest excuses I have seen on city data yet .......

it is as ridiculous as :

I didn't steal the car , it was parked in front of the cemetery so I thought the owner was dead .

You thought THEY made a mistake, because YOU didn't have $2,000? Seriously?

How old are you?

My new saving strategy which started yesterday and confident I will save more
Here the OP says he has "Been eating out on Fridays since 1988", so he is not young.

OP seems to not have a firm grasp on financial issues, with that thread above and this one... My job wanted to know if anyone was interested in signing up for 401K while offering Low Salaries??

I would suggest a class or two at a community college! They would help far more than a message board.
