If mature U.S. Savings Bond no longer earning interest, and the interest has not been reported, time to cash out. Tax was due at maturity.

This is a great answer. Especially if you can find a CD without a withdrawal penalty. Next best thing would be if you are a homeowner and have been waiting to do a big project, something that will add value to the house like a kitchen or bathroom. If you do the right project, you can add more value to the house than the $10,000 that you put into the remodel.
