Can I turn right on a green, when there is a board that says 'right turn signal', and the light below it is red? The penna drivers manual is not very clear - chapter 2, page 12

If the light is green and there is a turn signal light that is red, you cannot turn.

The light is NOT with an arrow pointing right. The light is a circle red light. Seems like some were turning, but I am not sure.

If there is any light directed at the turning lane, and it is red, it usually means you cannot turn. However, most do anyhow.
