Yeah.. The TotalWine is kinda hidden in side of CH Mall. Big selection there. My brother in law was in tow last weekend and he was looking for a specific wine. Found it there.

There are much better/bigger "state stores"(what they used to be called). But they are not near Old City. One is in Northern Liberties, near 2nd and Girard. The other is on Market St at 21st St. The other problem with these stores is not all of them have Sunday hours. The only positive thing I can say about them is no one ever robs these stores. If/when we go private that might change.

It's a great thing for Philly, the laws are just so antiquated and really need to be updated.
You probably know it's a remnant from Prohibition.

That is, indeed, part of the problem. The state get millions from it.

The previous governor wanted to get the state out of the lottery business. That died. The PA Lottery's , other than the payouts for winners, sole purpose is to help seniors. And it really does. My late mother got stipends from it to help pay for adult daycare. And, today, I take advantage of riding free on Septa. All paid for by the lottery. It was never clear that privatizing the lottery would gain the same income for the state.

It's more than just the state government, it's the tavern association lobby, it's the beer distributor lobby, it's everyone who thinks that relaxed liquor sales will lead to everyone in the state automatically becoming a raging alcoholic and/or every kid under 18 buying booze every day after school. They're all protecting their turf, and they're all delusional.
