Just wanted to thank you guys so much for the recommendation! Our first week here we did end up needing a vet and countryside was wonderful!

There are lots of dog parks in the area:
Find Dog Parks in Arizona - Chandler, Gilbert, Mesa, Tempe, Florence One of the most famous is Cosmo's in Gilbert. Unfortunately, there aren't a lot of dog friendly restaurants/patios in the area.
Uncle Bear's is one though, and they have a location in Chandler.
