I live in north Tempe. Where would be the closest LEGAL place to go burn some rounds up? Outside.

Not sure if it's the closest to Tempe or not, but you can check out Sycamore Creek in Tonto National Forest

Go north on the beeline. About 5 miles past Bush Highway on the left you'll find the entrance

Rio Salado Sportsman's Club at Usery Mountain Shooting Range -- located just outside northeast Mesa and easy to reach via the 202 Red Mountain Freeway.

There is also a range at the base of south mountain which I believe is open to the public. My favorite spot is miller road. it's a bit of a drive but its free and there's something about shooting out in the desert that I like.
