I don't know anyone in the field, but I recently saw a that stated we are number three for younger adults moving in. One of the things the commentator wrote was that this means we'll have a continued growth in tech jobs. Just thought it might interest you...

One of the complaints sometimes heard about the local economy is that Phoenix has too many back offices and not enough headquarters. For the type of jobs you mention, however, that may be a plus. Call centers, help desks, and the like usually need network admins and such even more than headquarters. I can't tell you much about salaries, though.

Compared to where? CA (LA or SF)? Definitely not. However, there are a lot of helpdesk type of jobs, but they will be in the $10-$13 / hour range.

I think Master Shake hit it pretty head on, for entry level tech type stuff you can expect to earn about 10-13 dollars. There's actually a call center in my area that hired a couple of my stepkid's friends (18, right out of HS, no experience whatsoever) at 11-12 dollars an hour. Many Valley cities are trying to attract more tech employers, so it will be interesting to see what happens in the next couple of years.
