A lot of times when I want to take a spur the moment picture with my cellphone, the shutter speed is too slow, causing motion blur. I read that a safe shutter speed to avoid motion blur on people posing still is 1/60th.

However, if this is true, then why don't the camera makers just make the phone camera so that 1/60 is the slowest shutter speed, and that it cannot go any lower,

Because the lens can’t open wide enough in some situations then it already is to allow for more light at the higher speed .raising iso would create more noise so you can raise the speed . So it is a compromise of speed , lens opening ,iso and hand holding ability …. You can set your own speed if you want but that does not mean your exposure won’t suffer

Oh but the cell phones will not allow you to set your own shutter speed though. And isn't more noise more preferable to motion blur? I always think that more noise beats motion blur every single time.

Either your lighting is poor, or you are asking the phone to fire the shutter before all the internal calculations are made. (Shutter/ISO/white bal. etc.)

Besides, it's really a PHONE...

What I don't like is the noise when I use zoom, in slo-mo....but I deal with it. But, it's not bad, FOR A PHONE.
