So, I know I'm a dummy for letting this happen, I just need to try to fix it.

I have a car that used to be registered in Maryland, and I moved to PA in 2008. My MD registration expired in November of last year, and since I'm a stressed-out student and can get free public transportation around here, I just let it lapse. (Dumb, I know.)

Now, I want to get the vehicle registered here. I have a PA drivers license and have gotten insurance for the car. I also have proof of residency. What do I need to do to make this happen? The PennDOT website has info for people who are simply transfering out-of-state registration, and for people who have expired PA registration, but not for people like me.

The car its self has to be titled in Pennsylvania.

A notary public can do that for you.

Since there is no sale taking place - you do not have to pay any sales tax.

You will have to pay a notary fee and a license fee and a temp tag fee.

I would guess that it will cost somewhere in the neighborhood of $100 to $200 depending on what all the notary has to do.

The big name places that does the work for you - is a rip off because their fee's almost double the price. Sarvey Insurance is one name that comes to mind. They are what we call a Messenger Service, where they have a computer that is connected to the PennDot computer and they can speed up the process and get you everything in about 2 hours.

Just look in a phone book for a Notary Public and call them and make an arrangement with them to have the work done and you should be set as long as you take all your paper work with you. License, registration, title, proof of insurance.

You will then have 5 days to get the car legally inspected.

AFAIK, the fact that the registration is lapsed from the old state means zip (except that you can't legally drive it until you do this). Process from out of state still works exactly the same way, apply for PA title and registration.

AAA is another place that can help you without ripping you off too much, if you're a member anyway. (I believe you can use them without being a member too, but then the non-rip-off factor is not in play as much.)
