Your interesting subject matter, what exactly are you asking?
I'm a distance runner, however the racial makeup of this demographic is easily misinterpreted by someone observing this in a predominantly white area.
Perhaps they are high school and or college cross country teams training together on multi mile runs.
Elaborate with an example of the activity in question in more detail.

I really don't think it matters where the white people are going, but something should be done. Those kinds of crowds scare away businesses and hurt development. You could have nice sidewalk cafes but nobody will want to eat on the sidewalk with that crowd tramping by.
