I really don't consider Baldwin or Murrysville to be "towns". Neither one is very "walkable". Can't argue with Lebo, lived there years ago and liked it. Not familiar with the 4th.

I wish there was a legitimate ranking of smaller cities in PA, by which I mean places that are actually cities and not townships, boroughs, or general suburban sprawl areas.

Which would be in your top 10? I've traveled a good bit of the state and here are my favorites (leave out Pgh and Philly!):

Franklin
Connellsville
Uniontown
Pottsville
Greensburg
Johnstown
Lebanon
York
Harrisburg
Lancaster
Bethlehem
Reading
Erie

You need to visit Jim Thorpe if you haven't already. It's like a tiny, dense European village in the mountains.

I don't travel east or north unless I have to , but family has me out in allentown, hazelton, and scranton areas a good bit. There is nothing out there I would put on a good list, for myself anyway.
Johnstown and Altoona im familiar with and wouldn't put them on a good list either.

Spent a couple of nights there a year or so ago. Very charming place. There are a couple of great old Victorian mansions to tour there. I heartily recommend a visit:
