The budget has been in crisis since *gasp!* ryan and the far right sent the state into the crapper from all the horrible laws and corruption. Why do you think he's in jail and likely going to spend the rest of his life in prison?
Oh wow. Umm, you do recall Ryan was sent to jail for the license-for-bribe scandal. Please explain how that (while inexcusable) sent the state into the crapper and put the budget in crisis. And what horrible laws laws were passed by the far right that put the budget in crisis?

Illinois Gov. Pat Quinn has handed out raises—some of more than 20 percent—to his staff while proclaiming a message of "shared sacrifice" and planning spending cuts of $1.4 billion because the state is awash in debt.
The Democrat has given 43 salary increases averaging 11.4 percent to 35 staffers in the past 15 months, according to an Associated Press analysis of records obtained under the Freedom of Information Act.
