I saw a mother whipping her child in London two-three years ago. Not a pretty sight.

Assuming you're exaggerating just a tad, good for you! That's the kind of zero tolerance public spirit we so badly need.

Reading some of the remarks posted here is a wake-up call as to just how much attention and intervention is still needed.

I would not intervene unless I thought the child was in immediate danger of some significant harm. I'm not going to chide a mother that merely smacks a kid on the butt or on the back of the head for acting out in a grocery store.

I don't think that all corporal punishment rises to the level of criminality. I don't agree with it, but I respect the other parents' choice to use it up to a point...

Like a slap across the face...that would be crossing the line. Seeing someone "snatch up" a kid that is about to break something wouldn't concern me much.

whipping is child abuse. Spanking is different.

Then if you agree it isn't, why use it as discipline at all?

I'll broaden the hypothetical. When would it be preferable to use corporal punishment instead of some other means of discipline?
