Its just a common form of expression in our culture. Product manufacturers advertise to a 'targeted audience", the person you are enamored with is sometimes called "the target of your affections", people refer to targeted goals, and something a person is striving to achieve is referred to as "within their sights" or "in their cross hairs". Political campaigns, even 0bama's, had what they called a "war room" and they "go on the attack" or "defend their agenda". People also refer to responding quickly as "shooting from the hip" and if they tell you like it is, they give you "both barrels".

Maybe in the Care Bear's land of lollipops and gumdrops no one talks this way, but we do here in America. so unless you just flew in from a foreign country, or you are a narrow minded, partisan, political hack, then you would not even have to ask the question.
