Well, let's immediately ascribe the worst of possible motivations, shall we?
First mandating people to study any one language is cause for alarm. While studying a foreign language should be required, students should be allowed to choose which language to study.
Further, if I were a parent, I would seriously pissed that my children were being forced to learn Arabic, given how far down the scale it is in terms of usefulness behind Spanish, Japanese, Chinese, Portuguese, French, etc. etc. Unless you're planning to be a petroleum engineer or a soldier, the chances you'll need Arabic are close to nil.
I don't disagree with that. But knowing Texas and knowing the mentality of suburban DFW white parents ...the one's causing the biggest stink will be doing so because of racial and religious bigotry.
Any parent sophisticated enough to be solely concerned about the choice of language will be in the minority.
This is going to cause a big "FLAP"...every bigoted white parent in Mansfield will be up in arms.

Our war on Islamic terrorism has been largely crippled by the lack of Arabic linguists among Americans.

"As part of the five-year $1.3 million grant, Arabic classes would be mandatory at Cross Timbers Intermediate Schooland Kenneth Davis Elementary School. The program would also be optional for students at T. A. Howard Middle School and Summit High School"
There is a school district (Mansfield ISD) in Texas that will be mandating that some of its students learn the Arabic language and culture. This is a product of having accepted federal grant money. The Arabic language and culture are so tightly intertwined with the Islamic religion that I don't see how this passes the "smell test" for keeping religion out of public schools. This is a slippery slope...
Nothing slippery. A language is a language, and while many muslims speak arabic, most do not. If we had more people who spoke arabic, it sure would have helped out during the Iraq war, and in intelligence gathering.
