Why are the two words always used interchangeably among conservative pundits?
Socialism deals with economics.
Communism deals with a form of government.
Two different things. China is a communist country, yet it has the most capitalist system in the world, Hong Kong. Many countries that have a democratic system have a socialist economy.
The US has a socialist-capitalist economy. We do not have a pure capitalist economic system.

Anyhow, you are wrong. Communism and socialism are BOTH economic systems. Communism says the government has complete control of the economy, while socialism has both private and government run companies. We are slightly socialist, but we are closer to capitalism than any other country pretty much (see index of economic freedom).
Your Hong Kong analogy is not accurate. Hong Kong is NOT communist, it is run by the one country- two systems policy where Hong Kong is self run and is neither communist nor a dictatorship like the PRC.

Hong Kong starts companies, PRC normally just uses their cheap labor. China is not very communist, really, it is more of a socialist dictatorship.
