Do we know the back story? Can they not afford a new flag (not a top priority)? Are they physically able to change the flag (it is possible that at one point they were able to put a flag up, but that time has gone)? I typically don't like judging others when I don't know where they are coming from.

right could have been a number of reasons.

the reason the flag is in that state could be as simple as the flag is twisted around the pole and is hung up. some people wouldn't have the ability and resources to get it down. maybe the OP should approach the owner and offer to help them get it down and present them with a new flag.

We see a lot of flags in poor condition in our neck of the woods and it bothers my husband terribly. No one forces someone to fly a flag so if you're going to make that commitment, then treat it with respect! When I was a kid, we had a little ceremony of sorts to put the flag up in our yard every morning and take it down at night. Now days, people seem to just put them up and leave them up for years on end. That's just wrong on so many levels.

you do understand the difference between defining flag protocol and the law, right? go back and look, the question was whether it was "against the law" to fly a flag like this. you suggested calling the police.
