I can see both side sof this. Philly has become a $#@% hole of a city and the cops there have to deal with the worst kind of human filth. Shooting and beating them senseless is the best way to deal with the vast majority of ciminals they ahve to deal with. They alo get nothing but flak and resentment froma large number of knuckle dragging citizens. But when they go off on somebody unprovoked and act way out of line, such as this time, then you do have to come down on them like a ton of bricks. A couple of the cops involved need to either be fired or transferred to crossing guard duty. But its a no win situation. They'll think about using restraint the next time they go up against some anilmal and a cop will get shot or killed.
1. If there really is a police directive or state law that authorizes open carry the police in this situation seem to be lacking in training.
2. While it is understandable that a man openly carrying a firearm in the city would raise concerns, the police were abusive and totally out of line here.
3. That all said, and even assuming what he was doing was legal, the guy here pretty clearly had a chip on his shoulder. Or does he go around with a running tape recorder to record everything he does, all day every day? More likely he's looking for a confrontation. The police should have been smart enough not to give him what he wanted.

If more police were familiar with the internal directive the gunowner referred to, they could simply ask him to reach with his weak arm to his wallet and pull it out while keeping the strong hand in sight. The wallet will contain his permit and he will be free to go about his merry way and the cop could notify others of his presence so he doesn't have to repeat the situation over and over again.
Armchair quarterbacking? Perhaps. Maybe this can be SOP for the next time around.
out of control cops and out of control DAs need to be slapped down. the cops provoked the situation here, and the DA is throwing gasoline on the fire, and it will come back to bite these people if they are not careful.

Don't fool yourself .... they won't .... the DA has decided to charge the citizen with disorderly conduct and reckless endangerment .... apparently the profanity spewing police officers harassing the citizen, and threatening his life is considered orderly and safe, while legally walking down the street minding your own business is not.
And if you think this is isolated, think again. The police, in many jurisdictions around the country are totally out of control, and in the vast majority of cases, risk nothing except a reprimand in their personnel files ... and that is just window dressing. Very rare is the case that a police officer is criminally prosecuted for behavior that you would go to jail for.
The recent court ruling in Illinois that says that a citizen may not interfere in the conduct of a police action .. even if the action is illegal, opens the flood gate for cops to do as the please ... including shooting you dead, tossing a gun on your body, and claiming you interfered.
