And it looks like the people were happy to see them. This drug cartel was thought to be in the end of its reign because many of them were arrested/killed by the Mexican military. Now it looks like they were never affected by anything the government did to them. You have to feel pretty safe to have mounted guns:

mounted guns in Mexico is nothing out of the norm. When I went there for 3 weeks, we actually hired people to walk around with assault rifles with us for our own protection..

Even the police drive around like this, and since the very first car was a cop car, I'm not sure you can assume this was a drug cartel

It was a drug cartel. If you looked at the other cars and some of their insignia. You could make out LFM. It is not normal for a drug cartel to be moving around like that unless they have more power than the state.

Considering how many Mexican cops are on the cartels' payroll they still could have been cops.

I think it's "La Familia Michoacana" not "La Familia Michicana". This reminds me of the old Tin Tan movie when American tourists ask him where he's from and he says, "Michoacan" and they're convinced he's saying "Michigan".
