What's a billion birds when the total number of birds in America is > 40 billion?

Every time I am walking down the street and the sidewalk is covered in birds*it I thank the stars for cats...

Maybe more people should eat cats?

I don't know about other parts of the country, but here in New York City cats kill a lot of pigeons. That is to say, germ spreading dirt factories known as pigeons. Granted, they're the most inoffensive of creatures--but their presence in the city qualifies as an epidemic. Cats certainly are not hurting the situation.

Actually, you can eliminate the problem...or at least severely limit the problem.

You kill the cats.

Just like you would kill any other destructive and invasive species.

I shoot ferel cats whenever the opportunity presents itself. They are hell on the native quail population.

You really cannot differentiate between livestock and a feral predator species?

No, that is not the circle of life. Humans have a responsibility not to allow domesticated species to run feral. We have the problem with feral cats due to irresponsible humans.
