Don't pat people down on planes, but kick them off if we don't like their fashion. As it was said before, if he was really exposed in any meaningful way, he would have been arrested.

Very easy to get rid of saggy pants fashion. Make them for old people (Grey Guy Jeans is a suggested title with the promotion that they are very comfortable) and no kid will be caught dead in them.
