Looks like there is a way to move things forward. Perhaps, something similar will be possible in 2013.

They by law can't raise taxes without a two thirds vote.

They can pass a budget by majority, but if they want to include all the massive tax increases that Democrats want to impose on a depressed California they still have to play by the rules.

Still, Californians were stupid enough to forget about the history of moonbeam Brown, the father of unions in California state government.
Brown is why we have all these problems 35 years later.

They are going to suck the citizens dry and eventually this will be the end of both the Democrats in California and perhaps the state itself.

From the OP link..this is their budget:

"..rely on hopes for an economic surge generating billions more in windfall tax collections."

Here is an example by the other paper in Los Angeles as to why Brown is full of you-know-what.

Precisely. Most have forgotten that the reason Proposition 13 was passed overwhelmingly in 1978 was because of Jerry Brown's school district tax plan. It looks like the morons in California are going to have to learn that lesson again, the hard way.

So THAT is where the "hope & change" went. I was beginning to wonder if realism had sunk in yet, but apprently not.

Brown plans to bypass Prop 13 (causing many to lose their homes).
They are going to give school boards and other such boards the power to levy taxes on property, plates and lord knows what else.

This state needs it's government to be wiped and to start again IMO.

Shows if you get "preveters" out of the way, things can be accomplished. If Americans want things accomplished, we have a opportunity in 2012, to move out some preventers. The mistakes of 2010, was not limited to Wisc, Ohio and Florida.

Although I don't live in CA, I would have a issue with this budget mainly because their talking of increasing taxes and cuts, but did not indicate HOW much of a cut. That right there is a problem.
