You need to ask yourself, where in the USA would a marriage by a gay couple be recognized if they were married on fed property? NOWHERE!
It's a state issue not federal.
Fight for the recognition by the FEDS, take it to the Supreme Court. Then get married on a military base.

Marriages on federal property are undertaken with a marriage license from the state/district where the property is located. For example, people like to get married in National Parks. Do you know how that is done? All you need is to get a special-use permit from the NPS, pay a fee ($50, $100 - it varies with the specific unit) and a valid marriage license from the state/district where you want to get married.
Do you have any idea how many NPS units there are in MA, CT, IA, VT, NH, DC and NY?

Any marriage valid in the above jurisdictions (which all recognize same-sex marriages) can be performed in a National Park just by getting a marriage license, filling out the special-use permit, and paying the fee.
