Regardless of what you believe to be true about 911, but there is no one in their right mind can actually believe that a plane flew into the pentagon and not leave any resemblance of a tailfin, wings or personal belongings of passengers. Now if that part of the attack is questionable what other parts are as well?
If we are going to blame Bush for the economic mess Obama is dealing with then I think it is fair to pin at least some of the blame for 9/11 on the Clinton Administration. I've read interviews stating that they had shots at OBL and other high level terrorists and they didn't take them. Surprisingly Al Gore was one of those urging Clinton to take OBL out. I wil look for the link.....
Bush was largely a failure as a President but at least he tried to strike back. Obama would have responded to 9/11 by sending an apology to OBL.

There were parts of the airplane found. Not to mention remains of passengers. Enough to get DNA samples of them for identification purposes.
