I think the author of the article is clueless and those that slurped his nonsense up. Why couldn't Perry use EO ? To strike a EO it would have to be proved it is unconstitutional, and that is only happened 2 times in our history. Considering that Obamacare is going to be heard by the SC on the grounds is it unconstitutional to force all to purchase insurance.
