Yes, same as with unemployment rates. Unemployment is determined differently in Europe, thus it appears higher at first glance.

Anyway, 40% would mean that almost every other person I know would suffer from a mental illness. I just can't confirm that, no matter how generously I define mental illness.

How can you determine UE differently? People are either working or they're not. In the US, UE is not reported honestly. They only count who is collecting benefits currently.
