Well he found a way to go to war without the permission of Congress so I guess he'll find a way to get spending money without the permission of Congress.

Maybe he needs to find a country where he can rule supreme and not have to worry about this pesky democratic process.

Here's two ways :

1. Buy military-styled weapons and sell them to the Mexican drug cartel. This action apparently only requires the approval of a low-level DOJ employee.

2. Approve a 5 billion dollar loan to a failing solar energy company. This action apparently only requires the approval of a low-level DOE employee.

I have always said he went to learn the constitution so he could find ways to destroy it.
