It is high time they stop ignoring this. The president and Congress have a duty to make certain our men and women in uniform are not placed in harm's way without them first going through the Constitutional process required.
There was a reason our founders did not enumerate the President with the power to go to war alone. They did not deem the President the powers of a King who could wage war at his every whim. It was their believe that this serious decision should be made in fact by the people through their representatives.
This is exactly how Vietnam got started. Kennedy sent in a few "advisors" to help train the people how to protect themselves and it escalated into a full blown conflict.
A civilian is a terrorist that has run out of ammo.
The people going to Libya sound more like logistical support and not so much like combat troops.
But hey, no one died from our bombs, so its still not a war.
(Reuters) - NATO agreed on Wednesday to a three-month extension of its air and sea campaign in Libya as the country's new rulers try to dislodge well-armed Gaddafi loyalists holding out in several towns.
In that case, we're at war with every country where we have Marines at our embassies.

The US has the permission of every country in which it has an embassy to establish one there. The immediate ground the US embassy sits upon is considered US soil. Therefore, the Marines guarding our embassies are standing/sleeping on US soil. An attack upon a US embassy is an attack upon our country.
Defense Secretary Leon Panetta said the Pentagon has sent another dozen troops to Tripoli to help the State Department lay plans for reopening the U.S.Embassy.
Panetta told a news conference that it remains U.S. policy not to send combat troops to Libya. But he disclosed that after having sent four military personnel recently to assist the State Department in Tripoli, another 12 were deployed for the same purpose. He said no others would be sent.
The U.S. Embassy in Tripoli was heavily vandalized during the fighting between rebels and pro-government forces.
We have an embassy in Tripoli, per the permission of the previous (current?) Libyan government. It was damaged. It needs to be fixed and prepared for re-opening. US military personnel are there to provide protection to the embassy staff and those fixing it up.

Days, not weeks and NO troop on the ground, remember?
So, where are the U.S. troops involved in any warfare?
(obviously the writer has never visited an U.S. embassy).
