The House Judiciary Committee passed a bill yesterday that would make it a federal crime for U.S. residents to discuss or plan activities on foreign soil that, if carried out in the U.S., would violate the Controlled Substances Act (CSA) -- even if the planned activities are legal in the countries where they're carried out. The new law, sponsored by Judiciary Committee Chairman Rep. Lamar Smith (R-Texas) allows prosecutors to bring conspiracy charges against anyone who discusses, plans or advises someone else to engage in any activity that violates the CSA, the massive federal law that prohibits drugs like marijuana and strictly regulates prescription medication.
"Under this bill, if a young couple plans a wedding in Amsterdam, and as part of the wedding, they plan to buy the bridal party some marijuana, they would be subject to prosecution," said Bill Piper, director of national affairs for the Drug Policy Alliance U.S. Drug Policy Would Be Imposed Globally By New House Bill

I'm amazed that our government has the audacity to regulate our behaviours and what we do with our own bodies, while simultaneously killing, maiming and selling drugs and guns to the populaces of other nations.

Certainly a concern, but not entirely unique from a legal perspective. Some federal laws, if I recall correctly, are already structured this way (e.g. terrorism statutes). Some of these statutes go even farther in that they even bind foreigners on non-U.S. soil, not merely American citizens.
And of course, there are similar statutes on a state level which preclude a citizen of one state from traveling to another state to engage in certain activities (where that activity is legal in the state in which the person is a visitor, but illegal in the persons home state). Same principal, only carried out at the federal and international level, rather than interstate.
Speaking of, the offense described in Section 1119(b) is certainly interesting. That's a whole other discussion, though.

Republicans want smaller, limited federal government, amirite?

We have a total fail with the drug war in this country, and they think they can expand it to cover the entire world.
