Yes, I'm sure that a decline from 12.6 to 12.3 would be welcomed by everyone. Of course, many attached no signifcance at all to the increase from 11.3 in 2000 to last year's 12.6, but I'm sure they'll now be jumping on the celebratory bandwagon anyway...
