Should our tax money fund efforts to interfere in a sovereign country's election process, especially if it possesses nuclear capabilities?

John McCain has been vocal about his goal to overthrow the current Russian government: “I would be a little less cocky in the Kremlin with my KGB cronies today if I were Vladimir Putin." He is a chairman of International Republican Institute, which on it's website confesses to “identifying and supporting leaders” at the local and regional levels of Russian politics to “lay the groundwork for Russia’s next generation of democratic leadership.”

The Russian election monitoring agency "Golos", which is supposed to be independent, is paid for by the US State Department. Their email correspondence shows that their monitors were motivated to produce more election violation reports, because they were paid for each one individually.

In addition Russian opposition leaders are financially supported by the US, according to the reports below.
