Depends on what you mean by "best".
Best results? France for most things. Best for research? Possibly the USA. Best value for money? Cuba, most likly.
If you're looking for some combination, probably France or Finland.
France certainly ranks up there. Germany is not too shabby, either.
Smaller countries tend to get uneven results for rare problems, where you run into the economy-of-scale issue - an expert needs a certain number of cases per year to stay sharp.
