The focus on why the threat to stop aid to Egypt is because unlicensed NGOs financed by their own countries - Americans along with other countries - were supporting the protesters who were fighting for democracy while fighting to overthrow their own government, and unlicensed NGOs were working with the protesters. The government perceives the action taken by the people affiliated with the unlicensed NGOs as enemies of the state, as they see their own citizens as being enemies of the state. The claim is that they were interfering with government, which in reality they were.
In reality, if the US found an organization working with people within the US government who were plotting to "change" the government, those people would be arrested. The US would not tolerate any outside group plotting against the government, as would any other country.
The aid Egypt received was nothing more than payment to a dictator who ruled a country without democracy and was merely for the purpose of Egypt to keep the "peace" with Israel.
Why should Egypt have to prove it is "moderate" when Israel is so obviously immoderate?

I don't understand your confusion. Are you trying to imply some sort of hypocrisy is going on?
It's straightforward cause and effect:
Mubarak enforced a peace treaty with Israel and got 1 billion a year as incentive. Obama supported overthrow of Mubarak, and predictable result is Mubarak's replacements wanting to repudiate the peace treaty. So Rand Paul wants to stop the aid that was tied to that peace treaty in the first place.
So why is it difficult to understand being upset with Obama and supportive of Rand Paul?
Because Egypt could use their newly aquired democracy to turn the country into an anti-american state, and it would be quite stupid to finance such country. That's why. We (Bush) pushed for elections to palestinians too in the 2000s and when they finally got them, they used democract to elect Hamas, a terrorist organization, to power. Should we finance them? No.
That's the thing about democracy. It's a great thing, and gives people a voice, but somethings you may not like the results of the elections. Either way, we shoud always support democracy.

But what are we buying with 3 billion to a nation as wealthy as Israel? This is a question that i just can't get an answer to.
